Is this a weird thing to do?

my 21st is coming up and i wanted a party, the thing is if i just invite my close circle of friends not many are free and it leaves me with just 6 people, is it weird to invite people you don't know that well (people from work you havent seen outside of work) or people i havent seen in ages? and if that still only makes it about 10ish ppl should i just leave it and stick to 6? xx
